Non verbal game is your answer.
You shouldn't be really having conversations in loud music, that's not why people go to those places, go to bars instead. Girls to to clubs to dance and let their hair down.
The good thing about loud music is that most guys are trying to have a deep verbal discussion whilst there is flashing lights and music pumping.
The way to do it is...intitiate eye contact 1st, "forced IOI's" is the PUA name for it. You basically find a girl you like, make sure your body language is decent, make sure you are having fun and ENJOYING THE MUSIC. You then position yourself so that she makes eye contact with you, you can then pull a face, give her a wave, give her handbag a thumbs up compliment.
When she smiles, you can get in there straight away. You can shake her hand and spin her around.
You can then intro yourself (music is never too loud for one word stuff like your name)
All you have to do it escalate, and when you know she likes you, take her to the bar/outside (make sure you break the ice with her friends too)
Then take her somewhere quiet and you can do your verbal stuff to her.
Look up some gambler material on YouTube on non verbal game if you need more detail.
Read 60 years of challenge though if you want to master this type of game.
