I usually have pretty good success meeting women, making good conversation, flirting, and so forth. However, I always (100% of the time) run into one major problem: I can't get them to meet me or hang out. They TEXT ME and ENGAGE ME, yet they don't want to meet in person.

Usually a couple of different things but mainly along the lines of:

"Hey, I think you are blah blah blah we should hang out sometime" or "Me and my friends are going to blank. You should join us".

I mean, I really have no idea what I'm doing wrong. I feel like some creepo, but they won't stop hitting on ME?!

And yes, I have enough social intellegnce to know if she is digging me or not, so attraction isn't the problem. None of them have boyfriends or any other bindings whcih can keep them from hanging out. Usually they txt me and say "Hey, I'm so lonley blah blah blah. what are you doing?" Then I say I'm coming over and they so no! I even use major plausible deniability "You play guitar?! Sweet we should jam out sometime (in a very non-threatning manner). Yet nothing...

Sounds like they dig you but more so love the attention. Women can be world class prick teasers.

The jealousy card has always worked quite well for me. Introduce another girl into your conversations. Let them know you have other options with your mates some of whom are attractive girls as well.

Tell them you're off out with 'this girl from work' and give the impression that she might be into you but play dumb. Something that would make her think, "That girl is ssooo into him!" and doesn't make you look like a player.

I think overall you need to build your value in her eyes up a bit more. Amp it up a bit before asking them to meet up with you.
