A good way to elicit a response is to make a statement and ask a question. For example, when I contacted girls online with a "hi" type of statement, it didn't work but then making statements like "I think women should be punished for their bad behavior. Do you agree?" gets them talking and from there you can build a conversation.
Make sure though that the statement is relevant to the girl. I posted the above statement to a clearly submissive girl who was into Ds and so it was very relevant and perhaps even sexy.
But the general idea is to use provocative statements followed by a question that entices her to answer.
You could for instance express your view on relationships and then ask for her response. Or your view on women/men in general..
