Happened to me last night.

Girl i was about to hook up with was just visiting her friend for the weekend at my college. She was VERY into me, but when i went to close she said "im not allowed"

any suggestions for dealing with this? I played it off like hooking up wasn't a big deal but that backfired completely.

She is not allowed by whom?

Her friend who she was visiting

That's just her exuse for not hooking up, either she really doesn't want to or it's just LMR.

Call her have a normal convo and in the middle of it
challenge her by saying something like:

''Well you don't look like the person, who gets controlled easily by other people, you're really cute but that's not what's attractive on you, the thing that made me so drawn to you is your independence, you can do anything you want and you know in your head when you did it right and wrong.''

Oh BTW if her ''friend'' is her mom/sister/... then you're fucked sorry, but that's just my opinon

Apparently it was her best friend from home that she was visiting, and trust me she was giving me the "i wanna fuck you" look, i guess i just played it off in too negative of a manner.
