HI, so here's my story,

I'm new to the forum, I met this girl through a friend, she's a HB7, about a month ago, as soon as we met she instantly was flirting with me, I used a bit of C&F, and everything seemed to go well, i got her number, and she said she really wanted to hang out, maybe see a movie. anyway, long story short, every-time she said she would call me at a certain time, she wouldn't, and a lot of times when i called her she didn't call back. I went for a road trip for a couple of weeks and when i was on the road she started txting me about how much she misses me and wants to see me ASAP and chill at my place, give me strong IOI's, so i told her maybe the day i came back if im not too tired from driving, she seemed weirdly eager to hang out. the day i came back i came back later then planned and told her it wouldn't be that night, she txtd me a few hours later and said its a shame and to call her tomorrow.
I called her the next day, and she never returned my call, i called her again the following day and she called me back and wanted to meet, i picked her up and we went to my place, hung out for a bit, watched some tv, had some kino, we went for a walk, had a really fun time, i dropped her off at her place and kissed her.
she said she would call me at a certain time the next day cause she really wanted to see me again, and as usual never called and didn't answer her phone, and she always has an excuse why she didn't call and hang out.

anyway, we have hung out a few times since then and we kiss every-time we hang out, two days ago i decided to up my game a bit, lead her the whole night, took her for a surprise walk to the beach, used lots of kino, and made out a bit on the beach, walked hand in hand for a while and then dropped her off at her place.

my big problem is when she's with our mutual friends and were both there she barley talks to me (almost like she doesn't want anyone to think that there's anything going on between us) and went in told everyone after the first kiss that it didn't mean anything, even though most of my friends i didn't even mention our hang out at all, she hang out with the "friend" that introduced us, mainly for drugs, but he has a gf and she always makes a point when were alone to swear up and down that they aren't sleeping together and that they're just friends, and talks a lot of shit about him all the time, even though i never ask her, and she flirts with my other friend all the time in front of me even though she told me he's strictly in the friends zone.

it seems like she won't commit and calls me back when its convenient for her, but she's always smiling and having fun when she's with me alone.

I can't figure out WTF she wants! Ive never met this kinda behavior, and it doesn't help when my friend that has a gf is the biggest cock blocker, even though i talked to him about it already.
she gives me strong IOI's when were alone but not as much when we are with our friends.

any advice? (sorry for the long post)

She told other people that your kissing doesn't mean anything? Wow, that's shitty. It's really shitty she makes excuses not to call when she says she will. I get the impression if you wanted to hang out after your roadtrip, she would have made a bs excuse not to. It looks to me like she's doing just enough to keep your attention; that's what she wants, your attention, not YOU. She's definitely keeping her options open and she won't admit she's screwing other guys because she doesn't want to lose your attention. Stop and ask yourself what are you really getting out of this? There are other girls that will kiss you and do romantic things with you. Start taking away your attention, she's a leech and doesn't deserve it. If she corners you, asking why you're ignoring her, tell her straight up that you'd rather spend your time with someone reliable that doesn't think of you as nothing. You're being played.
