Sorry bro she's just not into you. If she really wanted to see you she would see you. You are next door not across the country. It really wouldn't be that hard to see you. I understand all the excuses she has given you up to this point are valid BUT I know women, and I KNOW if she really wanted to see you, then she'd find a way.
True, when you get her in front of you then you might be able to use some of your PUA magic to get her to like you BUT it sounds like she's already formed her opinion of you.
