So last saturday, I went clubbing, found this gorgeous Russian exchange student. We danced, kissed three times and exchanged numbers as her cockblocking friends took her away. I texted her my number an hour later.

Fast-forward monday, I text her , she texts back an hour later, I text her again two hours later (*any plans tonight?) ,, and after 3 hours i get no response. I thought I blew it, so I thought I might as well call her. She picked up, we had a great, funny conversation for about an hour and a half, then she said she had to go cuz she need to talk to her friend on SPAM.

I say ok, but we gotta hang out, she's like I dont want any relationships,, I'm like me too i dont want anything serious,, just wanna hang,, so she's like okay we'll talk about it, so we finished without ME SETTING UP a clear date.. which I regret.

Should I call/text her on wednesday or something? See if she's still interested, for like coffee or a friday-out?

"any plans tonight?" That's a small no no. Nothing that shouldn't blow your chances (with any girl worth it) but in the future make it sound like (hey join me doing this and that at this place at this time) like she's missing out if she declines. If she does decline say "ok maybe some other time" and leave her alone for a bit.

Calling her was good on your part. Texts are easy to ignore.
I'd freeze her out for a week (unless she gets in touch with you before then) and then do what I said above. You make the plans and ask her to join you. Don't ask her in a way where if she declines your plans are shot.

Nah not a week. You had a good conversation over a phone call. That's good, don't waste time.

Wait two or three days, pick the one where you're in a better mood, and pay attention all day for a story to tell her. Doing cold approaches will often give you good stories.

Text her, "The funniest thing just happened to me. Make sure youre free, I need to drive home but Ill call you in ten."

Ten minutes later, call her. Tell your story, talk for 5 minutes, and say "Alright, so we're meeting up. Does Saturday work for you?"
Have clear plans already chosen, and always have a nearby back-up location you can take her to if you want. Know your logistics before you call, just be able to shift the time to suit her schedule.

After the date is established, joke about how fun its going to be, maybe how she doesnt know how good America can be yet because she hasn't hung out with you.

Then, after a 7-10 minute conversation, say you have to go and hang up.

Text her the morning of the date and have fun!
