This can be done at any point during an interaction.

What you do is say you can read minds, tell your target you can read hers from the palm of her hand. Tell her to give you her hand and close her eyes, then just kiss her.

If this fails she will jokingly say "your going to kiss me arent you?" In this instance say something along the lines of "yes but you wouldnt let me youve hurt my feelings now" said jokingly of course. They will often just give you a kiss, if not just keep the fun vibe going.

You are highly unlikely to get any harsh rejections from doing this.

I quite like this. The main reason being if you dont get to kiss her and it takes the worst turn then you can just reply to the "you goin to kiss me" comment with "well if thats what you're thinking about, yes." maybe even add on the end "i might be able to read minds but i cant predict the future. What do you reckon is the first thing you'd say after i kissed you [her reply] lets find out".

If you dont get a kiss from the first k-close, you can simply add another on the end.
