A) They actually apologise and sometimes tell me why they are screaming/shouting
B) They seem receptive when I actually use my proper opener later on after ignoring for a while.

I think it's probably pretty normal to ask why someone is being noisy. My question is, you use the terms "giggling " and "screaming". How many women do you actually want to open who are screaming when you are around them? If they are giggling, does that really qualify as noisy?
I can only remember one time , an attractive female I wanted to hit that I ever used this type line on in 13 years. She was in a parking lot talking loud, and I said while close to her in an equally loud voice to my buddy "holy crap she talks loud" that fired up the conversation.
I don't think you can really expect or hope for them to giggle or scream before you have an opener
