I was talking with one of my good female friends (call her B), and I've never met her best friend (Call her L), but I saw her facebook and thought she was really hot, so jokingly I ask my friend "B" for her friend's number, and she says she has to ask "L" first. About 30 minutes later "B" texts me her friend's number.

I guess this means it's okay? I've never texted a girl I didn't meet first..

What do I text her?

I also have another idea to ask my friend to come over, and also bring her friend, but since "L" knows I have her number now, would that look weak?

I do have a bottle of wine and a hottub I'm saving for something, would that be any way to meet someone? Lol.

Take her for a drink, mention hot tub, and should be a good FC.

One thing to add is that she's younger than me, by 2.5 years, and it would also be illegal for her to drink, also if you have any tips for kino in a hot tub, that would be amazingly helpful.

Ok kino in hot tub should be straight forward. An easy entry should be:

You: "Ah, my hands go like prunes in a hot tub, you know its an indication of wise age?"
*grab her hands gently, turn them over and hold them above the water*
You: "So do yours. Look at the wrinkles!"
*Now put your palm flat on hers and gently run your fingers over hers*

And that should be the entry to your kino escalation.
