Basically i came up with this opener that requires little effort and triggers a conversation at least, where it goes after that is up to you.

Signal the target that she has a smudge on her face. If you want you can go up to her and say it as well. She will then try to wipe it off, but pretend that shes not getting it off and offer to maybe do it for her. If she says no then let her do it anyway and after a while, pretend that she got the hypothetical smudge off. Then approve of it and tell her 'you look much prettier now'.

Then go into negging mode and tell her she should wash her face once in a while. Another option is the exact opposite and tell her 'i love a woman with a dirty face'.

Thats it, simples

and what if she looks at her finger and notices nothing is there? This is kind of lame in my opinion.

I think you get yourself in a bad habit if you have to blatantly lie to a girl during your approach. You're kinda cheating yourself.

maybe youre right, but imo every guy approaching a girl lies more than they realise at the time, maybe more blatantly sometimes than other times

Little lies can't do much harm.
Just don't get sucked in and make it bigger. When she really knows you're 'lieing', just admit that she got you and then be honest.

Approaching is being creative, almost anything will trigger a conversation.
And that's what you want.
