I have field tested this many times and even on girls who dont have big eyes. They always laugh and sometimes tend to try and validate them selves to you by saying something like "its probably my make up that makes them look big".
If they seem offendid by it, lets say, if you said it in the wrong type of tone or that they thought you were being offensive reply with "but thats what makes goldfish so attractive, their big eyes (smile)" Dont expect a reaction though.
