I tried the three second rule one and I ended up standing there with nothing to say after the intro of "what's your name?"
"cute shirt" is not very sexual.
"cute skirt" would be more sexual, but still not anything that is not "normal" to say, even if you do not mean sex.
This is a good start. I would say, "Hey, I think that's a nice looking shirt. My name is Dubya." Also be sure to set a time constraint, "Oh I got to be at X because of Y in a few minutes." Also, mirror them if they are sitting find a place to sit. If they are standing move to their side. If you get this down:
1. Say hi, they say hi.
2. I think that this is a nice looking X. (Hopefully you really do.)
3. "I have to go be somewhere in X minutes."
4. Sit down next to them
5. ???
6. Sexy time
Then you can talk to anyone and just practice being a conversationalist. Luckily for you one of the key skills in being a good conversationalist is listening to what they have to say. 5 is where you actually have to talk about something and escalate kino. Suddenly you've blown past your time limit, or maybe you've got an excuse for her number. It should be that easy.
