Why does this happen?
do i have to catch her looking at me? Am i looking at her wrong? Or should i just ignore it and go talk to her and practice strong eye contact amid conversation?

This happen because she does not like you. Why would you imagine that every girl should look back at you? Only girls that are interested in you gives you some eye contact.
Smile. I have a friend who waits for a woman to look his way, then gets this big, giant, goofball of a smile on him all at once. Then when he knows she's seen, quickly reverts to a sly grin. This tells her he knows she's seen him. He would then not break gaze first, to establish dominance.
After she looks away, he makes sure not to look at her again for a while. Sort of a pull away. Then, at his leisure, he approaches later, or waits for her to position herself nearby as a sign, or for her to approach him.
Not for everyone, but it works for him.
