Back in the day (high school), almost every girl I knew was on birth control.

Parents want their kids to be safe, and birth control helps get rid of a lot of risk, in case their child decides to have sex. Doctors promote birth control to teenage parents as something that will help their child have "shorter, lighter periods." This gives parents an excuse to let their daughter take birth control.

If you're not familiar with birth control, many types require the girl to take a pill every day to be effective. Keeping it in her purse is probably a good way to remember to take it. That way, when she gets bored in class and starts going through her purse, she sees it, and if she forgot to take it earlier, she now remembers.

So, that said, birth control might not be a sign she's sexually active, BUT, if she was set on you seeing it, then it could be.
