So as the title states,

I have been friends with this Hb 8 maybe 9 for a long time but after school we stopped talking. I then broke up with my ex and now I am getting into the game so I can live my life while I am young (21) and have started talking to her again after like 4 years.

I have taken her out to dinner and brought her back home but we watched a film but talked a lot during it and I think most of the time we were talking. I had no problem staring into her eyes for the whole time as I am confident and don't suffer with anxiety and such. We did touch sometimes (mostly me) and she seemed alright with it but didn't touch me back. We have been texting a lot and I have sent wink faces and such and she sent me some back. She does go out a lot and probably has a few guys after her.

We have talked and such and she has agreed to come back to mine for a cuddle and such on Tuesday but what do I do to get her to like take it to the next level. The IOI's are mixed and I can't seem to read her that well because she has always been flirty.

Any help would be appreciated.

You have to let your intentions be known. That's the only way she'll follow you. Demonstrate some high values that make you better and make you outclass the other guys she talks to. Don't just talk to her though, find other ways to spend your time doing something else( hobbies or whatever) and with other women too. That will also improve your game with her too because you won't have as much time for her as the other guys that's constantly chasing her. Women get disgustingly jealous when we talk to them and let them go because they think we are talking to other women. Also slow down on kino because it appears that she's ok with it but let that girl fucking put in some work too. You are the prize, let her want to touch you. Tease and push and pull. Trust me It works( experience of successes and failure). And if she's just playing with you then move on to the other girls in the world. You lose some you win some.
