I got this girls number and she texts me all the time. We hung out one time with our other friends and had a great time, she said she loved spending time with me and that she was very attracted to me.

But now, when I try to arrange another date, its impossible. She almost always gives me the excuse that she has other plans, then later that day when she texts me and I ask her how her plans went, she tells me they fell through. This has happened at least a half a dozen times so I take it her excuses are just BS.

Its even got to the point where she texted me at 3am telling me to come over and sleep with her, but then she refused to tell me where she lived. What the hell do I do?

You say "Its 3 am, im buisy" Her:"Doing what?" You: "Sleeping, imagine that!"

You should go by your own timeline. Looks to me like your making all the effort, exact same thing happend with my GF untill i fixed it by pulling away from her. the more you push a meeting with her, the more she willl pull away. A great thing to do is freeze her out man. This one time i froze out my GF cause she was blowing me off to hang with her friends etc... i just didnt text her one day so she text me the usual stuff we text every day,what you up to how was your day bla bla ..., when i didnt reply 2 hours later i got a text saying "Are you okay? i havent heard from you yet today" i waited another painfull 2 hours saying i was in the new shooting range with the guys, i never apologised, i just said what a great time i had. She replied saying she was worried when she didnt get a reply and asked me to take her to the shooting range sometime! we went a few days ago, and i never said where i was taking her to keep her on her toes. Make her miss you and keep her thing "Whats he up to?" be unpredictable and dont be available all the time.
