I live in los Angles. I am a very attractive person but incredibly shy. Women flirt with me all the time but I am too much of a a pussy to go talk to them because I don't know how to open. I am good at carrying on the conversation. Sometimes when I approach I talk to long and the conversation goes no where. I always come off as friendly rather than seductive.
Also, what do you do when you ask a girl to dance and she says no. I have ended up standing their awkwardly several times and its a total confidence kill. I don't know how to smoothly walk away from situations in which I have been rejected.

There are a lot of things that women generally care about (Social value + Body language + personality). When i usually ask a girl to dance, i have never been rejected that's because i build the game before i ask her. For example, going up to a girl and throwing an opener then asking the girl for a dance is giving her too much interest. I like to throw an opener followed by a playful neg, and then i lock in, never been rejected but one time the girl is like
HB "but i have a bf and i can't dance with someone else"
Me "oh fu*k off, i thought you're a fun person to be with" and i walked away
HB she pulled me and said "I AM!" and we danced
Remember don't show too much interest.
Good luck
