I think you might have been too forward trying to do a date in your first text message to a girl. You should have warmed her up some first with normal messages.
Okay, since you said you are new to the game and based on your comments above I have to make sure of something. You mentioned getting some IOIs and getting her #. That's great!
However, if you didn't build much comfort with her you're going to have a problem. I know a lot of guys who can push a girl into getting her # within a few minutes of interaction. Although, if you go through the attraction phase. Then spend a good 10-15 minutes building comfort and rapport. When you get her # after that she's going to be more comfortable later meeting you out.
She might be attracted to you but she's attracted to a lot of guys. She needs to trust you some to take a break from her day to meet you. That's what the comfort is for. Then after you get her # spend an additional few minutes with her so she doesn't think a # is all you're after.
You could be doing all that stuff and if so then awesome. If not then focus on waiting til later on in the interaction to get her # and then you'll find that more will respond back.
