Books that I would recommend:
How to Win Friends & Influence People - Dale Carnegie; basically about how to build a better connection with people in general. One of the best self-development books of all time. It's very old, but the principles still apply today.
How to Be A 3% Man - Corey Wayne; he's more about the whole process, rather than just the initial interaction - I'd class this as an essential. Google: Corey Wayne Scribd (the free eBook is on a website called Scribd, or you can get it in the members section of his website for free)
The Natural Art of Seduction - Richard "Gambler" La Ruina; I'm only half way through, but it's definitely a good read. Gives a few useful tips.
Other people would suggest The Game - Neil Strauss. I've listened to the audiobook, and while it's good as an introduction to the community etc, I don't think there's much to learn from it. Maybe The Mystery Method, too, but I've never read it - Mystery doesn't gel with me.
YouTube these people: Adam Lyons, Jason Capital, Corey Wayne, Richard La Ruina, Goodlookingloser, SimplePickup (they'll show you things like picking up girls with a fat suit, or food on your face - nice little confidence booster, but they're starting to upload pointless shit now), RSD Julien (he has a lot of hate recently, but he is REALLY good at what he does, he can just be a bit over the top, and a bit of a dick), RSD Tyler.
From all of that, just figure out what works the best for you. The best way to learn is to go out and get experience, no matter how many times you fail; repetition is the mother of skill. Keep trying until your success rate increases.
Try to never view it as "You're either good, or you're not. When I finish learning this, I'll be good" - you're never finished learning. You can always improve.
Another thing: Never put a woman ahead of your mission, goals, vision and ambition in life. Always work to better yourself, but do it for you, not for girls. Girls WILL find that sexy, but don't do it for that reason. Put your vision first, and women second, maybe even third!
Oh and finally... don't take anything on this forum as factual. You'll see good posts from people like Chief, Heywood Jablowme, and a few others... and the advice is good... but that doesn't mean it'll always work in your situation.
