I've met her a couple of times now whilst out with friends and we always hug and share some light flirting (playful hitting, etc.. that kinda thing)
Anyway, her boyfriend recently cheated on her but she got back with him. I'm not usually one for wanting to get between two people, but honestly, the guy is a jerk, hes cheated on her twice now and as far as I can tell, he treats her like shit. I know I'm beginning to fall into the friend zone. Where do I take things from here?

Anyway, since you already have some kino while flirting, taking it to the next level shouldn't be too much of a challenge. Let her know by your actions that you want her, escalate your physical contact. Build up attraction. You'll most likely meet some resistance due to her already having a boyfriend, but if their relationship is as bad as it sounds, it shouldn't be too much of an obstacle.
As for building up attraction, sadly I'm not the guy with the answers.

Treat her like a girl you are dating... only in a more relaxed way. Flirt with her, tease her and challenge her. But keep your distance. Make her wish she was with you instead of that douche.
At the same time you should CONTINUE PICKING UP AND DATING OTHER GIRLS. Never stop working in the field until you have an official serious relationship.
But to avoid the perminent friend zone you have to NOT act like a friend. Almost every female friend I have ends up wanting to date me. Please listen to me cos I have only just experienced exactly what you had experienced - its in one of the threads.
Girls are manipulative, not all but the ones in bad relationships, people like you and I fill the void left between what their boyfriends give them i.e. the fuck and what a normal relationship should provide i.e. the emotions. The girls in bad relationships, for whatever reason cannot escape their boyfriend and will tolerate what the boyfriend gives them and will come to us and get what a relationship should give them, minus the sex.
The longer you give them the emotional side the more hurt you will become when you realise that she aint gonna get rid. Cos you will be in that emotional bond. The trouble is we are hell bent on that one girl whilst she has a couple or more to choose from.
I was in the exact same position where my "friend" was in a shitty relationship, and still is i think She would fuck the shit out of him but call me up to tell me she is in a bad way cos her boyfriend beat her up or cheated on her etc. She is now seeing someone else i think on top of still being with her boyfriend.
Girls? fuck me I hate them.
