You ask her if you can call? If she has already given you her phone number than she has already said yes. You do not have to ask again. (You should not ask in the first place)
How long you wait is not as important as what you say when you get them on the phone.
Do not sit there on the phone lingering without anything to say. If a story happens, then go with it. Otherwise be quick about it.

Your first interaction with a girl on the phone should not be a text message. If it doesn't happen that way ( I also generally text them after I get the phone number (instead of calling them to give them your phone number, I send (Hi, it is your prince charming) or something like that. You should not ask a girl out via text message. It can give her the impression that you are scared to ask them out talking to them.
