Groups of people are formed through common interests. Going to a community college, you have some opportunities to meet people who fall in your age / interest group.
Off the top of my head:
1. Around the Dorms, assuming you live in one, you can find a ton of new people. I made a lot of friends in college by just leaving the door to my dorm wide open.
2. Head to the Gym. You get some exercise and some workouts in, and its easy to strike up a conversation with anyone by just dropping that wonderful phrase "Hey man, can you spot me?"
3. Join an Interest Group. Most college campuses have a roster of interest groups you can join to find people who share your interests: although keep in mind, if your goal is to meet women, you will find more girls in interest groups that are stereotypically "girl interests" (You would choose a Twilight book group before you join a Football / Baseketball / Sports Group -- sad, but true!)
4. Meetupdotcom. As a last resort, punch in your interests into meetupdotcom and find an interest group near you. There are groups scattered everywhere, and interests run the full spectrum -- impossible not to find something that interests you.
The sad reality is that 18-20 is by and large a dry spell for most men. Girls over the age of 18 are strongly encouraged to go out to clubs, bars, and frat parties to hang with older men. My advice would be to either get a fake ID so you can go where your targets are, or take this valuable time to do some things that interest you -- after you turn 21, you'll be spending most of your free time chasing skirts, so take your last few moments of sanity to do something you enjoy
