A cruise is a PUA's paradise. Its a microcosm of life without the drama and with fewer clothes. I'm assuming you're young, since you're headed with your family.

Make your move the first night. Everybody is usually drinking heavily and most young people are let to run loose (I mean where could they go) around the ship. Girls are going to be easier to game and easier to fuck since everyone knows there is no commitment.

Bring liquor. Be the supplier guy for all the 18-20 year olds.
Meet some men first. A group is always less creepy than one lone guy. It will give you social proof. If you guys have followed the above step you will be the "party guys" and women will come to you looking for a good time away from their family.
Head up to the top deck to find the bad kids (they don't want their parents to know they're smoking).
The lunch buffet is another great place to scope the ladies without looking like a creep. Lunch is a meal you usually don't have to eat with your family, and so you will often find sisters and cousins sitting together (probably scoping guys themselves).
Avoid the all-ages nightclub until the last couple of nights. Its always cheesy and people usually don't feel comfortable making a fool of themselves dancing to "Electric Slide" until a couple days in.
Once you have a girl in mind, invite her to watch a movie. It sounds tacky, but there's usually a movie-theater on the ship and girls love that kind of date-but-not-date bullshit. Its also a dark place to makeout where her parents won't find her.
