)Malls are great and I also practice near train stations. In my opinion that's a great place as well, simply because there are a lot of people regardless of the time of day.
I understand what you mean: sometimes you can see that people are in a hurry. Some tips: Since there are so many people you can wait until you see a girl that doesn't look like she needs to catch a train and talk to her. If you are comfortable with going direct, you can also try that because it will only take a minute. Another great thing about a train station is that there will be people waiting so you can also try to talk to them. When I started talking to people during the day I realised that most people aren't THAT much in a hurry, just give it a try
