Not exactly, I don't mind to introduce myself, I just don't think on the street borderline harassing girls is the best circumstance for that.

I don't think any of the responses meant that you had to do it on the street. You could do it at a party, local events, or anywhere there are people. What you are worried about when you think that you are harassing people is called the spotlight effect. It often happens when you're actions don't match your real motives, such as just wanting to make female friends when you really want more than that.

I am in a real bad social situation due to bad circumstances

I went to boys high school and never made a huge social circle of mixed gender because there were no girls around me, as normal people went to normal mix gender high schools and from there met girls and expanded their social circles and female interaction.

As a result I basically have ZERO social contact with girls.

College isn't good to meet girls tbh, I'm in eastern europe and college here is like the community college in USA, I don't even know the names of the girls from my class and only spoke to girls TWO TIMES in a whole fucking semester of college (but do have male friends)
