heres my situation:

Started to talk with her about 2-3 months ago. Lots of dates, success in physical contact, no sex ( we both 17, no rush). Problem is that she cant "officialy" date me because theres another guy which crosses her mind from time to time. Only mistake I did with her - too much attention. Shes the kind of girl you have unusual vibe, attraction or whatever you want to call her, generally shes "special". What could you guys offer?

If a girl is saying she can't be serious but is still ok with physical contact, persue that. When she says she is interested in another guy also, respond confidently with "that's all good, I like hanging out but I'm not up for a one on one thing right now anyways" and then change topic. Keep getting her out keep escalating.

As for the "She's special, I want to keep calling her" thing, just stop it. You should cut your investment and make her come to the table with some. Don't be scared to go a week without contact. Wait for her to contact you. If you see her in person tell her "hey lets go do blank Saturday, text me tomorrow te set up plans." This will make her get in the habit of reaching out to you. Keep up these tactics etc until you feel her giving more investment than you are.
