I don't think you should compliment a girl on her looks in the beginning. Because it may be perceived as not genuine. Besides that, if you say her dress looks nice, she can only respond with 'thanks'. And your conversation ends.If you choose on using these compliments, be specific and ask "hey, i really like the design of the dress. The pattern in your dress is very original. Where did you get this dress?" Now you give the girl the opportunity to tell about herself (they love this!), and is actually qualifying herself to you
Besides this, you are really showing interest in her, and not her looks!
