At my university, TAs can't hook up with undergrads (that's not the rule at every university, but probably is the norm). If she's even somewhat serious about her future career, she wouldn't even entertain the idea of hooking up with an undergrad. But with that said, go for it.

When I speak to her, I don't smile and make a strong eye contact. I can't put her down, bc she isn't doing anything wrong. How do I establish a dominance? For instance, when I asked her to mark me as present in her class, she said sorry and said no, but I still didn't flinch or smile. I stood there, looking in her eye, and then she just left.

I got introduce to a TA at my university. She wasn't tutoring me though. But she was having lunch with one with my friends(who is older than me). He told her I was first year. I was in an awesome 'state' like mood so I had tons of confidence. After she has introduced herself telling me she is a TA and she is teaching first years and they always listen to her etc. basically trying to impress me I just said so? I have an older sister, I can handle you. This got her interested immediately. SO basically I suggest you get your TA by treating her like you would any other girl(I'm not talking about texts and such) Basically the cocky funny you would be on a night out. Be like that with her,without seeming like an arrogant egotistic douchebag.
