Two, there has to be a very strong reason why she has to call you. Others have already given you excellent advice on how to do this.
Three, it seems to me that you're hiding in the safety of the, "I want to be the prize" rationale to mask your fear of rejection.
If you want to be the prize so she'll call you first, then you'll have to approach her first to show (not tell, but show) that you are the prize.
So why should you be the prize compared to the other guys? I'll answer that for you. You'll have to make her feel good every time she sees you. And you'll have to be better than all of the other guys who are hitting on her.

If you become really good in making women feel good, they'll even ask you if they can sleepover your place. They'll make up reasons to have sex with you without them looking like a slut. You'll have to respect that. Don't make them look cheap. Let them feel very special and unique. That way, they'll be the ones making the calls; not you.
