So I'm trying to sarge this lesbian a solid hb8 in my book. I followed the steps shes comfortable with me touching her, giving her hugs and such no kisses yet. Everytime I ask her to hang out with me outside she always gives me an excuse. I know she has a girlfriend and I'm wondering what do I do in this situation where I want to basically BF breaker but its with a lesbian girl.

Definition of lesbian: A homosexual woman. They are not attracted to the opposite sex..

I'm assuming you think she's curious in males.
She hasn't offered an alternative to hang out with you, I'd say, escalate her as hard as you can next time you see her, then not worry about her.

Thats actually what i have been doing. I just asked her to hang out and she instantly brought the "I have a girlfriend" card. So right now I just plan on using a freeze out.

You can persist and keep escalating and if she still throws that card out, then move on.
