What prevents me from engaging with them is that I can never tell their motives. I don't know if they are flirting, or are just trying to use their sex appeal to toy with me.
I'm a good-looking guy, so I always figure that there's a good chance they're flirting. Even so, I have a fear of rejection and that voice in my head further clouds up my thinking.
Can anyone give me advice on how I can respond to a situation like this? And maybe how I can determine whether they're flirting or just messing with some guy walking down the street.

Step one- take some time off, just for yourself, and approach every single women you see, talk to her for a few seconds and then break. Do this until you get rid of your fear of approach and numb down your fear of rejection.
Step two- get The Game, the Seduction Code, the venusian arts or any other pick up book by the experts (plenty of recommendations on this forum) and study the techniques.
Step three- go out and practice again, using the techniques you've just learned.
Step four- see what works for you and what doesn't and refine your technique. Soon enough your friends will be coming to you for advice on how to pick up girls
