I noticed the same thing when I started making more eye contact with people myself. Looking back I noticed it wasn't until I worked on my inner game that I see more women initiating eye contact with me. So my suggestion is to you to work on your inner game, or your frame. When you do this and you have a solid mental game, you will radiate with charisma, charm, and grace. Women will notice this believe me. Now they say EC is what initially builds attraction but if you're failing to apply this then what can you do?
