In campus, it is easy to meet our so called targets.
First , for example , you sit next to her in the canteen
ang keep ignoring her . (make sure she knows you are there and she knows that you see her)
Second , when you meet the target again and make opener to her
She may probably ask you whether you have met before.
your answer will be no . And that is the neg.
I think probably the difficulty is to make her remember
you. (Maybe give her an eye contact is useful)

Just a new idea . Hope you guys give advices.

This is something I did this year when I lived on campus, I would as you said, see the girl, make sure she sees me, and then meet later.

Some ideas to make sure she notices you...

Throw a football with your friends near her. (i know its in 1000 movies, but it works.)
Play volleyball (most campus quads have them)
Show leadership over your group (if you have one)
Do anything your really good at, DHV
Eye contact, like you said.
Or you could even speak to her, very quickly, then act as you've forgotten her next time you meet.
