Tried it and got a #close....have no idea how it happened

So, I went to a party last night I did not know anybody but I had a shot of whiskey in the system plus a couple beers so it made the mingling a lot easier..I started approaching girls and teasing them talking to few people here and there after that all my roommates left me and I was talking to this girl cassie and told her that I was a transfer student, and then she introduced me to this girl that was a transfer too...i asked her name probably three times and still could not remember any ways I had to leave I really don't know why because I should have stayed, but she was being pretty nice. Anyways she gave me her number, but I can't remember her name now so should I call her and what do I do if I call her where shouldI take her, should I pay please need some advice on this

Yes, call her. When you call her, ask her "Who is this?" and when she replies say "Oh! Hey! You're that girl from the party, right? I found this number in my pocket, but it didn't have a name attached to it."

Yes, you should ask her out, but not directly. Tell her you're going out for coffee, and as an afterthought, invite her along. Or, my preferred method, simply order her to come for coffee with you.

Method1: I'm going out for coffee in an hour. You should join me. I'll bring my slinky.

Method2: You're joining me for coffee. I'll bring my slinky.

If she says no, don't worry about it. Call again a few days later and repeat as neccessary. As for where to go, go for coffee. Or go window shopping. Or go to a park.

No, you don't pay for anything. ANYTHING. Until you've seen her naked, you owe her nothing. Just start up a conversation and expect her to pay for herself if you're doing something money-related.

Wow you sound real AFC right now. Call her and just say "who is this that im speaking to", then tell her who you are and just run a routine on her on the phone. Tell her you can only talk for a second and just talk to her for like 3-5 mins. Not hard. After that call her another day and set up a day 2 at like subway and just get something to eat, nothing big unless you want to go to the bars or clubs or a party for your day 2. Just dont set up a day 2 on your first phone call. Thats a no no. Thats my opinion.

Be yourself, If you cant then get drunk, that always make people relax.

It's tough, but there is a chance that she doesn't remember your name either.
That will make you be more focused the next time, and practice some mnemonics, a way of remembering peoples names. I did some stylelife challenge stuff, and noticing and remembering people's eye colour is also a good idea.
All of this is another thing that is very useful outside of PU.

You: hahah i know i was just playin, I couldn't remember your name at all last night.

So you are just making a joke about how you can never remember her name.. which is kind of a built in neg... in a way. But after you get the name over the phone and finish the joke.. drop the thread completely.
